<p>A few days later the Milwaukee District Attorney&#8217;s office cleared the armed citizen of any wrong-doing and declared the shooting justified.</p>
<p>Despite being exhonerated by the DA, making repeated attempts to obtain the return of his firearm from Milwaukee Police, and sending a letter to the DA&#8217;s office requesting assistance in the return of his property, Mr. Al-Mujaahid&#8217;s gun remains in Police possession.</p>
<p>Wisconsin Carry, Inc. has observed what appears to be a pattern of civil-rights infringing behavior from the Milwaukee Police Department. The Milwaukee Police Department appears to have a practice of concocting baseless reasons to seize any and all guns they come across in the City &#8211; even when those guns have never been used in connection with a crime. The Police Department also appears to have a practice of refusing to return firearms or unduly delaying the return of firearms that were seized incident to an arrest despite the fact that no charges were brought or when the gun owner is exonerated by the court system.</p>
<p>WCI believes that these acts by the Milwaukee Police Department represent violations to law-abiding citizens constitutionally guaranteed right to be free from illegal seizures of their private property and their Constitutionally recognized right to keep and bear arms.</p>
<p>As Wisconsin Carry considers whether legal action against the City of Milwaukee is justified or required to correct this apparent illegal and immoral behavior, we call on the Milwaukee Police Department to return Mr. Al-Majaahid&#8217;s gun to him without delay.</p>

<p>Wisconsin&#8217;s concealed carry law, Act 35, states that the Department of Justice shall process applications received before Nov. 30 within 45 days and any applications received after that date must be processed within 21 days.</p>
<p>With the obvious popularity of the new law and tens-of-thousands of applications flooding into the Department&#8217;s Madison office, they quickly staffed up to meet the demand, but by December 29th, they had already fallen behind.</p>
<p>As of February 11, however, the Department of Justice is back in compliance with the law. According to Law Enforcement Services Division Administrator Brian O&#8217;Keefe, the Department of Justice hired 11 new employees in January to keep up on processing applications.   According to reports, applications fell as far back as 5 days.</p>

<p>On January 30, 2012, Nazir Al-Mujaahid entered the Aldi&#8217;s grocery story to get some items for dinner.  While inside, he faced the barrel of a sawed off shot gun in an armed robbery.  Protecting himself, his wife and other customers led to events that ended the robbery and have drawn attention to why Concealed Carry is so important in our society.</p>
<p>Nazir wasn&#8217;t looking for the spot light, but has chosen to use his experiences to Advocate Concealed Carry to others who want to protect themselves and their family criminals like the ones who robbed Aldi&#8217;s.</p>

			<content:encoded><![CDATA[<p></p><p>Milwaukee, WI -  (January 30, 2012) Two armed robbery suspects were unable to get the cash they came into the Aldi Store at N. 76th St. and W. Villard Ave., despite being heavily armed with shot guns.  All because of a quick thinking 36 year old Wisconsin Concealed Carry License holder, who stopped the robbery with his own gun.  Now he faces possible charges, not because he stopped the robbery, but because Aldi Stores are posted with a &#8220;No Weapons Sign&#8221; on the door &#8211; which could turn this hero into a criminal.</p>
<p><em><strong>Updated information</strong> &#8211; As of February 2, 2012 &#8211; the Milwaukee DA will not press charges against the shooter.</em></p>
<p><a href="http://concealedwisconsin.com/wp-content/uploads/2012/02/aldi.jpg" rel="lightbox[266]"><img class="size-medium wp-image-269 alignleft" title="Aldi Grocery Store Milwaukee" src="http://concealedwisconsin.com/wp-content/uploads/2012/02/aldi-300x108.jpg" alt="Aldi Grocery Store Milwaukee" width="300" height="108" /></a>Violating a posted sign on a business can get you into some trouble, likely a trespassing charge and forfeiture (fine) &#8211; but it isn&#8217;t a criminal act as described by some in the media.  Most of the time you&#8217;d just be asked to leave or possibly talking to the police who may issue you a forfeiture violation.</p>
<p>While Concealed Wisconsin doesn&#8217;t endorse violating a businesses wishes, we do encourage our listeners to shop someplace else instead of a business that hangs a sign out telling criminals that &#8220;it is safe to rob this place &#8211; we&#8217;ve kicked out anyone with a gun that might stop you!&#8221;</p>
<p><a href="http://concealedwisconsin.com/wp-content/uploads/2012/02/armed_robbery.jpg" rel="lightbox[266]"><img class=" wp-image-272 alignright" title="Armed Robbery" src="http://concealedwisconsin.com/wp-content/uploads/2012/02/armed_robbery-300x225.jpg" alt="Armed Robbery" width="174" height="130" /></a>As Aldi found out on Monday, signs don&#8217;t stop criminals from robbing your store at Gun point and it is likely that they were targeted because of the sign on their door.  Many businesses, especially in Milwaukee and Madison, have decided to make a statement against the new concealed carry law and post their business with a sign.</p>
<p>Second Amendment advocates, like the listeners of Concealed Wisconsin, have politely been telling businesses that they&#8217;ve lost their business (and alienated 60,000 people in Wisconsin) because they are violating their constitutional right to protect themselves, their families, and others.  According to members of the gun advocacy group, Wisconsin Carry, Inc., many businesses have changed their positions on the matter after a short discussion about the new law.</p>
<p>As of today, Aldi continues to post their stores and has made no comments other than than they are thankful no employees or customers were hurt in the incident.  In my opinion, it is unfortunate that they have not publicly thanked the customer who stopped the armed robbery and offered him free groceries for a year.  That however isn&#8217;t likely anytime soon.</p>
<p>As of February 2nd, the unidentified customer/hero has not been arrested or charged with a crime, but has met with the District Attorney to discuss the incident.  According to reports, this Aldi Store had 2 security guards, but neither of them were armed and they were not a deterrent to a violent crime.  After the 2 men entered the store with Shot Guns demanding money, the only thing that stopped the criminal before they turned the gun on a clerk or customer was an armed citizen.</p>
<p>Police have both suspects in custody, the 20 year old suspect suffered gunshot wounds and is recovering.  The unidentified customer has indicated that he is fearful for his safety, because he may become the target of retaliation by the suspects friends.</p>

A podcast about Guns, Wisconsin, and YOU!  In today&#8217;s show, I&#8217;ll evaluate the scenario surrounding Hope Melton, a 30 year old woman, stopped at a convenience store in the town of Jefferson, unaware that a violent man was watching her.</p>
<p>That man, 23 year old Nickolas Jermaine Miller,  was seen in surveillance video in he convenience store harassing the Melton and then following her car as she left the parking lot.  She  was abducted, raped, and beaten to death.</p>

<p>When Melton finished pumping her gas, she left and Miller followed in his SUV.  Melton turned on to Angelus Road, heading to her grandmother’s house when she likely noticed that she was being followed.</p>
<p>This begs the question, &#8220;what if she had a gun?&#8221;   What if Hope Melton was a licensed concealed carry gun owner who choose to arm herself that day?  Would she still be alive today to tell the story?  <strong>I say yes!  And this should be a wake up call for women to choose &#8216;not to be a victim.&#8217;</strong></p>

<p>It is safe to say that people who choose to carry a weapon for self defense tend to be more alert to suspicious people, uncomfortable circumstances, and potential crimes.  In fact, they tend to carry themselves differently.</p>
<p>They can be less attractive as a target, because they are &#8220;too alert&#8221; and there are easier targets out there.</p>
<p>However, being alert doesn&#8217;t mean criminals won&#8217;t target you; some criminals, like Nickolas Jermaine Miller were willing to go to extremes to accomplish his plans and being alert would not have enough to deter him.</p>
<p><strong>So, let&#8217;s re-evaluate the scenario, but this time we&#8217;ll give Hope Melton a gun.</strong></p>

<p>According to Melton’s brother-in-law Juan Garces.“She did not know him. There was never a conversation with him,” said  “She had no indication she was in any danger.”</p>
<p>Miller, the man charged with abducting, raping and killing Melton was seen on surveillance video opening the store’s door for Melton, purchasing a beer and sitting in his car in waiting for her to leave.  When Melton finished pumping her gas, she left and Miller followed in his SUV.  Melton turned on to Angelus Road, heading to her grandmother’s house when she likely noticed that she was being followed.</p>
<p>She called her grandmother to tell her she saw a car following her and to let her know something was wrong, very wrong.  But, by the time they got to her location, all they found was her in the ditch, wheels spinning in reverse.</p>
<p><a href="http://concealedwisconsin.com/wp-content/uploads/2011/12/murder.jpg" rel="lightbox[248]"><img class="size-medium wp-image-250 alignleft" title="Murder Investigation" src="http://concealedwisconsin.com/wp-content/uploads/2011/12/murder-300x225.jpg" alt="Murder Investigation" width="150" height="112" /></a>Investigators suspect that Miller drove around Melton&#8217;s car, cutting her off and sent her into the ditch.  It is believed that she got out of the vehicle trying to flee from Miller, but he was able to catch her and force her into his SUV.  According to investigators, Miller then raped Melton and beat her to death with a baseball bat.  Her body was found in a secluded area of Kershaw County after Miller led Chesterfield County deputies to it.</p>
<p>Miller is currently in police custody in Kershaw County.  According to Kershaw County Sheriff Jim Matthews, Miller had confessed and let authorities to Melton&#8217;s body.  His bond has not been set because he could receive the death penalty for the charges he faces, which will likely include kidnapping, criminal sexual conduct, and murder.</p>
<p><em>This is a senseless tragedy and unfortunately Hope Melton can not be brought back to life to do things differently, but I hope that we, as a pro-gun &#8211; pro-self defense community, will evaluate our own vulnerabilities and the vulnerabilities of our wives, girl friends, daughters, and female friends and encourage them to learn to protect themselves from violent encounters like Hope Melton experienced.  No one should ever have to experience what she did and I hope no one I know ever will&#8230;especially not on my watch.</em></p>

<p>Up until she was being followed, she didn&#8217;t do anything that most people would not have done themselves.  It is a bit sketchy, but some reports say she was being harassed in the store by the perpetrator.   This should have put her on high alert and may have justified a call to 911, but probably not by most people and it is questionable that the police would have done anything since a crime had not been committed&#8230;yet.</p>
<p>Also, his willingness to force her into the ditch in broad daylight is an indicator that he was very determined, violent, and experienced.   He wasn&#8217;t going to be deterred.</p>
<p>Once she felt threatened enough to call her grandmother, she was aware she was being followed.  As a Concealed Carry Licensee, this would have been her first opportunity to prepare to defend herself against the potential attack.  Readying her weapon by making it easily accessible, but (remember the crash in the ditch) keeping it securely holstered.  Once she had her weapon accessible for immediate use, she should have called 911 and continued driving to a safe location like a populated area, police station, or fire station.  Since the perpetrator forced her off the road, she had no opportunity to escape.</p>
<p>Once in the ditch, she exited her car and tried to flee.  This put her in a vulnerable position, but was reasonable in her mind because she was unarmed and wanted to escape.  <em>I would have perhaps stayed in the car and tried to buy time by honking the horn, finding a pen or other sharp item to use as weapon, etc.  The more noise and time spent getting you out of the car may cause him to flee, but there is no guarantees.</em></p>
<p><strong>In our scenario, however, she is armed and ready to defend herself.  </strong></p>
<p>Let&#8217;s assume she only has seconds to react (probable), but has already prepared herself mentally for the potential encounter.  The SUV begins picking up speed as though to pass.  She has already readied/secured her weapon, called her grandmother and has 911 on the phone to alert them of the danger and is attempting to find a populated location to avoid any altercation.</p>
<p>As the driver passes, he swerves into her lane forcing her into the ditch.  She is scared, but physically ok and can see the driver moving towards her car.  Her weapon is securely holstered, but still accessible and she immediately upholsters it and draws on the approaching man giving loud verbal commands that both he and the 911 officer can hear.  Stop!  I am armed! I will shoot!</p>
<p><strong>He is not deterred and only approaches faster.</strong>  As he reaches for her door to open it, she opens fire on him through the window, striking 3 times in the chest dropping him instantly.  This all may take place in 3-10 seconds, but seem like an eternity.</p>
<p>It takes a few moments, but as she continues to cover his body with her weapon, she finds her phone and tells the operator she needs immediate help, an ambulance, and that she has shot the perpetrator and is still armed, but will have her weapon secured (location) when officers arrive.</p>
<p><em><strong>To successfully accomplish this, she would have had to mentally prepare beforehand with training.</strong></em></p>
<p><em><strong></strong></em>She hangs up the phone, not wanting to give too many details in her current state.  She makes 2 important calls.  First calling her lawyer to get professional legal counsel ASAP and then calling her family to tell them to say nothing to the media or police with out the presence of their lawyer.</p>
<p>Several minutes later, the police finally arrive on scene.  Knowing that they are coming in &#8216;hot&#8217; and may not know the circumstances of the shooting, she assumes they may see her as a threat.  Her firearm is secured in the location she told the operator and she has her hands in the air as they approach the scene.</p>
<p>As they begin their investigation on scene, she firmly, but politely says she wants her lawyer present before answer any questions.  <strong>No comments, statements, or remarks!  They can all be used against you!</strong></p>
<p>&#8220;I&#8217;m sorry, but I need my lawyer present before I answer your questions.&#8221;</p>
<p><em><strong>Although this scenario is fictional, it is the alternative to what actually happened.  Hope Melton would be going home to her husband and family and with some time and counseling, would move past the tragedy and put her life back together.</strong></em></p>

Madison, WI</p>
<p>On September 18, 2010 five law abiding Wisconsin residents were peacefully having dinner at a Culver&#8217;s Restaurant in Madison, Wisconsin. These 5 individuals, who were legally openly carrying as provided by Wisconsin law had finished their dinner and were preparing to leave the restaurant when they were unlawfully detained by a mass of Madison police officers.</p>
<p>Despite the absence of reasonable suspicion or probable cause of any crime or violation, Madison police illegally demanded identification from the men under the threat of arrest if they did not comply. 2 individuals who chose not to comply with the illegal action of the Madison police were subsequently arrested and cited for obstruction. 2 days later those unlawfully issued citations were rescinded and all 5 men, even those who complied with the officers illegal demands were issued citations for disorderly conduct.</p>
<p>On May 5th of 2011, the frivolous disorderly conduct charges against all 5 men were dropped.</p>
<p>Wisconsin Carry, Inc. a non-profit corporation dedicated to protecting and advancing the right of Wisconsinites to carry in the manner of their choosing, open or concealed, filed a federal lawsuit against the City of Madison and the 5 Madison Police officers who participated in the unlawful detainment and treatment of these 5 individuals.</p>

<p>It is the opinion of Concealed Wisconsin&#8217;s host, Andy Anderson, that the training is an important step towards protecting the deputies safety and the drivers rights.  Unfortunately we&#8217;ve already heard stories from listeners that have been treated like criminals after being pulled over by a misinformed officer who acted as though he&#8217;d never heard of the new law.</p>
<p>In the mock scenarios, deputies pull over vehicles for speeding and deputy &#8220;actors&#8221; play the non-compliant driver, who is not eager to hand over his permit to carry a concealed weapon or a driver’s license.</p>
<p>Law enforcement agencies throughout the state are going through new training to prepare officers for situations they can<br />
expect to encounter now that Wisconsin residents are able to carry concealed weapons.</p>
<p>The Wisconsin Department of Justice has received <strong>57,461</strong> concealed carry permit applications since the law went into effect Nov. 1, and had issued <strong>25,995</strong> permits as of Wednesday, December 14th. The permits are good for five years from the date of issuance.</p>
<p>Mack said the sheriff’s department’s training helps deputies know exactly how to react during traffic stops when the driver or passengers have a weapon — which they can legally have as long as they have a license to carry it.</p>
<p>“I don’t want my officers to overreact, but also not to under react when they make a traffic stop and someone in the vehicle is carrying a weapon,” Mack said. “We want to train our officers so they make the right decisions. I don’t want them to become complacent.”</p>
<p>The law allows citizens who are age 21 and older to lawfully carry a handgun, an electric weapon, a knife other than a switchblade knife or a billy club in a concealed manner.</p>
<p>Schwerke gave thumbs up to the scenario-based training.</p>
<p>“The training will help us a lot,” he said. “It makes us more aware of what can happen in a traffic stop.”</p>
<p>Mack said about <strong>90 sheriff’s department</strong> personnel will go through the training on traffic stops. He said the department’s training program follows Wisconsin Department of Justice guidelines.</p>
<p>The Oshkosh Police Department also has been preparing its nearly 100 officers by providing ongoing information from the state Justice Department about the new law, said police Sgt. Todd Wrage. He said officers would receive scenario-based training in early 2012.</p>
<p>“I try to tell the officers that in most cases someone who has a CCW permit and is carrying a weapon is not going to be problematic,” Wrage said. “People have the right to carry a concealed weapon with a permit. As long as those who carry a permit respect that right and officers respect their right as well, but still maintain safe practices, I don’t foresee many problems.”</p>
<p>Everyone who receives a license to carry a concealed weapon also receives a brochure from the Department of Justice about the law and what to do in any interactions with law enforcement. Interacting with law enforcement is also part of many concealed carry classes.</p>
<p>Wrage said officers will ask during a traffic stop or under other circumstances whether the person has a concealed carry permit and if they are carrying a weapon with them.</p>
<p>Winnebago County sheriff John Matz said the law will put deputies on a higher alert level.</p>
<p>“We might get called out on an everyday situation, but the new twist is there could be a weapon involved that we normally didn’t have,” Matz said. “Before, we were the only ones who could bring weapons to a scene, but we’ll have to deal with things a little differently now. We typically deal with good people who make poor decisions, and now weapons<br />
are added to those poor decisions.”</p>
<p>Oshkosh Police Chief Scott Greuel said he’s concerned about officers who are called to high risk situations such as taverns or other social gatherings where alcohol is served. He’s also concerned that citizens may leave their weapons in<br />
vehicles, becoming victims of theft, which would put guns in the wrong hands.</p>
<p>He said Oshkosh Police Department’s training will include how officers can diffuse situations where alcohol is served and<br />
citizens who carry weapons into those establishments.</p>
<p>“We ask that people communicate with us. We’re training our officers in the knowledge that someone will be armed,” he said. “Communication will be the key in circumstances where our officers run across people who are armed. There’s no reason it should turn into a bad situation.”</p>
<p>Greuel said he’s heard that people are getting concealed carry permits with the intent of only carrying a weapon as certain times — such as self-protection from bears or other animals while hunting or when they carry large sums of money.</p>
<p>“People just want to be covered by having a permit, meaning there might be a circumstance where they need to put a gun in their car or carry a concealed weapon,” he said. “I think most people have no intent to carry a firearm every day and<br />
everywhere, but there may be circumstances where they feel there is a need and the permit will allow them to do that.”</p>

			<content:encoded><![CDATA[<p></p><p>I don&#8217;t know where you are politically, but if you&#8217;re reading this blog there is a good chance you own a gun, carry a gun for self defense, or believe you should have the right to if you choose.  However, we are facing the real threat from our President and those in his camp, who would like to take away that right along with many other rights you now enjoy.</p>
<p>Today is November 28, 2011 and we are now less than <strong>12 months</strong> from the election of the next President of the United States of America.  We&#8217;ve clearly seen the agenda of our sitting President, Barack Obama, and know that he would like to &#8220;fundamentally change&#8221; our country. In fact he&#8217;s already done that, but not without the resistance of many constitutionalists, patriots, libertarians, republicans and even some democrats.  Because of those of us who stand up for the constitution, the fundamental change has been less severe than it could have been.</p>
<p>You may or not be passionate about politics, but you need to understand that politics will change your life dramatically.  I&#8217;m not just talking about whether you can choose your favorite light bulb, the car you want to drive, if you can own land, start a business, access health care, or be successful as an entrepreneur.  These are things I&#8217;m passionate about, but I realize that you may have different opinions completely.</p>
<p>I&#8217;m talking about the attacks on the very <strong>basic constitutional rights</strong> our founding father&#8217;s risked their lives fighting for, then put them into the constitution to make sure they would be remembered.  These rights guaranteed by our constitution are being attacked by our President &amp; by his party and the undermined by judges who believe they are above the laws and the representatives we elected to write them.  They seek to overturn the law &amp; the constitution through judicial activism&#8230;and their getting closer!</p>

<p><a href="http://concealedwisconsin.com/wp-content/uploads/2011/11/obama.jpg" rel="lightbox[190]"><img class="alignright size-medium wp-image-191" title="Michelle Obama" src="http://concealedwisconsin.com/wp-content/uploads/2011/11/obama-232x300.jpg" alt="Anti Gun" width="232" height="300" /></a>Nearly three years into President Obama’s first term in office, Michelle Obama finally said something with which I can agree.</p>
<p>At a recent fundraiser for President Obama’s re-election campaign in Providence, Rhode Island, the first lady told her audience:</p>
<p>“We stand at a fundamental crossroads for our country. You’re here because you know that in just 13 months, we’re going to make a choice that will impact our lives for decades to come … let’s not forget what it meant when my husband appointed those two brilliant Supreme Court justices … let’s not forget the impact that their decisions will have on our lives for decades to come.”</p>
<p>This was music to the ears of the small, affluent crowd of admirers who cheered and applauded. But to gun owners, Michelle Obama’s remarks should sound like a warning bell, alerting us to the danger ahead should Barack Obama win re-election and get the opportunity to alter the current make-up of the Supreme Court.</p>
<p>When Americans flock to the polls in 13 months, we will not simply decide which direction our country should take over the next four years. Rather, we will decide whether or not our fundamental, individual right to keep and bear arms will survive over the next several decades.</p>
<p>Currently, the Second Amendment clings to a 5-4 pro-freedom majority on the Supreme Court. Just one vote is all that stands between the America our Founding Fathers established and a radically different America that Barack Obama and his supporters envision.</p>
<p>If you want to read something scary, take another look at the minority opinions in the Supreme Court’s landmark Heller and McDonald decisions that struck down Washington, D.C.’s and Chicago’s unconstitutional gun bans. In the Heller dissent, four justices concluded that the Second Amendment does not guarantee an individual right to own a firearm, nor does it protect our right to defend ourselves, our families, or our property. In McDonald, the same four justices argued that the 5-4 Heller decision should be reversed.</p>
<p>If these four justices had just one more vote on their side, their opinion — that the Second Amendment should not exist in today’s modern society — would be the law of the land today. And assuredly, the anti-gun activist wing of the court knows how close they are to gaining the upper hand. As Justice Ruth Bader Ginsburg told a Harvard Club audience in 2009, she looks forward to the day when a “future, wiser court” overturns 5-4 decisions like <em>Heller</em>.</p>
<p>Praying for the health of five justices is not a sound legal strategy for ensuring that our Second Amendment freedoms survive the relentless legal assault that gun-ban groups are waging in courtrooms across America. We need a president who will nominate sound, originalist nominees to the high court — nominees who will preserve the freedoms our Founding Fathers enshrined in our Constitution.</p>
<p>If President Obama gets the opportunity to tilt the balance of the Supreme Court in his favor, we’re unlikely to see another pro-gun victory at the Court in our lifetime. Even worse, the 5-4 majorities in <em>Heller </em>and <em>McDonald </em>will be in serious jeopardy of being reversed, effectively eliminating the Second Amendment.</p>
<p>NRA members, gun owners and all freedom-loving Americans should heed Michelle Obama’s warning. We must spend the next 13 months working to make sure her husband doesn’t get four more years to destroy American freedom for generations to come.</p>

			<content:encoded><![CDATA[<p></p><p>MADISON, Wis. — Applicants to carry concealed weapons in Wisconsin will no longer have to complete four hours of training, after a Republican-controlled legislative committee voted Monday to do away with the requirement that had been assailed by the National Rifle Association as being too strict.</p>
<p>The rule mandating the successful completion of at least four hours of training was put in place by Republican Attorney General J.B. Van Hollen&#8217;s Department of Justice in advance of the law taking effect last week.</p>
<p>Van Hollen testified Monday in support of the rule, saying it was necessary since the Legislature had said only that training was required but didn&#8217;t say how much. He said four hours was the industry standard and not having a minimum requirement would make it impossible for the DOJ to verify that applicants had completed any training.</p>
<p>He also said that given that more than 20,000 people have submitted applications to get permits already, the public has not found the requirement to be too onerous.</p>
<p>But Republicans who control the Joint Committee for Review of Administrative Rules ignored Van Hollen&#8217;s concerns and voted to suspend the rule effective immediately. The committee also removed a requirement that applicants have a signed statement from the instructor verifying that the course had been successfully completed.</p>
<p>&#8220;There&#8217;s no reason why we have to micromanage how people obtain their concealed carry permit,&#8221; said Sen. Glenn Grothman, R-West Bend. Other states with no minimum training requirements haven&#8217;t had any problems and &#8220;there&#8217;s going to be no problem in the state of Wisconsin either,&#8221; Grothman said.</p>
<p>Republican Assembly Majority Leader Scott Suder, a sponsor of the bill, spoke in support of suspending the training requirement saying the Legislature&#8217;s intent was to leave it up to applicants to determine how many hours of training they needed.</p>
<p>&#8220;I really truly believe we have to trust that individual,&#8221; Suder said. The DOJ did not have the authority to specify a minimum number of hours, he said.</p>
<p>From now on, the DOJ will be &#8220;very liberal in accepting applications unless we have reason to believe there has been fraud or dishonesty or some aspect of the law has been disregarded,&#8221; Van Hollen said.</p>
<p>Democrats on the committee sided with Van Hollen, but didn&#8217;t have the votes to keep the rule in place.</p>
<p>&#8220;Without the provisions of four hours, we have a subjective standard that anybody is going to be able to meet,&#8221; said Rep. Chris Taylor, D-Madison. &#8220;I don&#8217;t know why on earth this committee would want to jeopardize public health and public safety by doing this.&#8221;</p>
<p>Gov. Scott Walker signed off on the emergency rules last month just two weeks before the law took effect on Nov. 1. Walker, commenting after the NRA complained that the training requirement was unjustified and too strict, said he had reservations about the rule but he had no choice given that the law was about to go into effect.</p>
<p>NRA spokesman Andrew Arulanandam praised the removal of the four hour training minimum, calling it a &#8220;monumental victory for self-defense laws and for law-abiding men and women in Wisconsin.&#8221;</p>
<p>The Republican-controlled Legislature passed Wisconsin&#8217;s concealed carry law in July after years of lobbying from the NRA. With passage of that law, Illinois was left as the only state where concealed weapons are banned.</p>
<p>Under the law, anyone who wants to carry a concealed weapon must obtain a permit from DOJ. Applicants must receive training through courses conducted by national or state organizations that certify firearm instructors, courses offered by police departments, technical colleges and universities and courses for police officers and private detectives. They also must provide written proof they&#8217;ve completed such a course.</p>
<p>As of Monday afternoon, 1,669 licenses to carry concealed weapons had been approved and 339 had been rejected, DOJ spokeswoman Dana Brueck said.</p>

As of November 2nd, several people reported getting their license in the mail already.  These individuals were some of the first inline to hand deliver their applications to the Department of Justice.</p>
<p>For those of us that mailed them into the Department of Justice, our applications were mixed in with the tens of thousands of applications that poured into through the mail from all over Wisconsin.  We will likely see our licenses in the coming weeks as they begin to work through the mail.</p>
<p>JB Van Hollen secured Concealed Carry License #1, but many thought that honor should have gone to someone more deserving, based on actually working hard to successfully bringing Concealed Carry forward.</p>
<p>Suggested names include Sen. Pam Galloway &#8211; the author of the Concealed Carry legislation, Nik Clark of Wisconsin Carry Inc., or Annette Olsen of Un-Infringed Liberty.</p>

<p>In just 10 days, we will officially become the 49th State in the Union to allow Law Abiding Citizens to protect themselves, their families, and others with a concealed weapon.  Although this law isn&#8217;t perfect, it is said to be one of the better ones in the country.  We have a lot to be proud of in Wisconsin and a lot to protect.</p>

Yes, open carry is still legal and doesn&#8217;t require a license, but you <strong>may not</strong> car carry until November 1, 2011, provided clarification has been made on unlicensed car carry.<br />
There has been much debate on Car Carry with out the license &#8211; not all agree.  Some say the law indicates you can and some say it needs more clarification. <em> <strong>Check back for more information.</strong></em></li>
<li><strong>Do you need a license to car carry?</strong><br />
Need to clarify answer.  No matter what, you <strong>may not</strong> car carry until November 1, 2011.<br />
With a license it will be no problem at all, including 1,000&#8242; GFSZ rules.<br />
Without a license, there are still questions on whether car carry is &#8220;concealed&#8221; or not. Without a license, open carriers will still be subject to the 1,000&#8242; GFSZ rules &#8211; even in your car!<em><br />

<p>A lot of people in Wisconsin are asking, &#8220;which states will recognize Wisconsin&#8217;s Concealed Carry Permit?&#8221;  Concealed Carry Reciprocity is an important question, especially for those who travel across the boarder often and like to carry a weapon for self defense.</p>
<p>Unfortunately, the list won&#8217;t be finalized until other states have a chance to digest the law and determine if it meets their requirements for reciprocity.  However, according a post on <a title="OpenCarry.org" href="http://forum.opencarry.org/forums/showthread.php?92538-Likely-list-of-states-that-will-recognize-the-WI-license&amp;p=1568453#post1568453" target="_blank">OpenCarry.org</a> by a member of <a title="Wisconsin Carry, Inc." href="http://www.wisconsincarry.org" target="_blank">Wisconsin Carry, Inc.</a>, a staffer for Republican Senator Glenn Grothman &#8211; 20th Senate District, replied to a request for a list of &#8220;likely&#8221; states that have similar standards to Wisconsin&#8217;s new law.</p>
<p><strong>The list includes:</strong></p>
<p>AL, AK, AZ, AR, CO, DE, FL, GA, IA, ID, IN, KS, KY, LA, MI, MS, MO, MT, NE, NH, NM, NC, ND, OH, OK, PA, SC, SD, TN, TX, UT, VA, WV, WY</p>
<p>(List is subject to change)</p>
<p>This preliminary list is bound to change in the future, but as it stand right now, it is a pretty good list of states.  Being that I travel our neighboring state to the west frequently &#8211; I am a bit disappointed that Minnesota isn&#8217;t on the list, but given some time they may decide to reciprocate too.</p>

<p>History was made today when Republican Governor Scott Walker signed the Wisconsin Personal Protection Act (Concealed Carry) into law. After several failed attempts at passing legislation with former Governor Jim Doyle in the drivers seat, Wisconsin finally has its Concealed Carry Law.</p>

<p>On Friday, July 8, 2011, the Governor of the State of Wisconsin signed the Wisconsin Personal Protection Act, or Concealed Carry, into law.  The law will not take effect until November 1, 2011 after the permitting process is activated.</p>
<p>Before Law Abiding citizens can carry concealed in Wisconsin, the need to apply for the permit, get a background check, and obtain mandatory training or have existing training.  This doesn&#8217;t effect Open Carry, which is legal in Wisconsin now.</p>

<p>With much fan fair, the Governor came out like a hero for Gun Rights Activists, but many &#8216;constitutionally minded gun owners feel like the Governor may have tossed them under the bus.  After initially stating he&#8217;d support Constitutional Carry if it got to his desk, he virtually assured it wouldn&#8217;t make it that far or even get a vote when he came out against it during an interview with the media.</p>
<p>Regardless of how you feel, there are a lot of law abiding citizens who are happy to finally have a signed law allowing them to protect themselves, their families, and others with something other than a call to 911.   It&#8217;s been said, &#8220;when seconds count, the police are only minutes away.&#8221;  This law allows law abiding citizens to carry firearms legally &#8211; either concealed or openly; as well as other non-lethal weapons too.</p>
<p>As law abiding citizens, we appreciate our law enforcement officers and think that they do a great job, but we realize that they can not be everywhere at all times.  With a concealed carry law in Wisconsin, we have another option to protect ourselves from criminals.</p>
<blockquote><p><em>With a heavy hint of sarcasm, the liberal lady asked me, &#8220;Why do you carry a gun?&#8221;  Without a pause or a blink I said, &#8220;Because a cop is too heavy.&#8221; and walked away.</em></p></blockquote>

<p>In talking with a number of Constitutional 2nd Amendment activists, they don&#8217;t believe Constitutional Carry is a moot issue.  They intend to continue to press for it and like other states, get rid of the permit requirements in the future.</p>

<p>As you know, there was a lot of opposition to this legislation and it could have been easily put off due to the Budget Repair Bill, protesters, and media &#8211; but Wisconsin leaders recognized the legitimate need to recognize the 2nd Amendment in Wisconsin and both the Senate and Assembly passed this bill in a bi-partisan manner.</p>
